Bantay Bata 163 (BB163) is a child welfare program of the ABS-CBN Foundation, Inc. established in 1997 as a 24-hour hotline for reporting child abuse. Since then BB163 has evolved to be the only media-based intervention program in Asia that provides a holistic approach in the rescue and rehabilitation of abused children until they can be reunited with their families or referred to proper child-caring agencies.
BB163 not only rescues and rehabilitates sick and abused children, but also provides shelter, therapy, education and quality home care for rescued children. It is one of only two residential facilities in Davao City, Mindanao with a Comprehensive Child Protection Policy which complies with the mandates of the UN Convention on the Rights of the Child to ensure the protection of children from further abuse in a residential facility. BB163 offers short, medium or long term care and rehabilitation to children who have experienced abuse, neglect, exploitation or abandonment by their parents or guardians.
BB163 is the only organization in Mindanao that offers a 24-hour toll-free National Helpline that is designed to be child-friendly. This helpline provides an immediate response to cases of child abuse through a rescue team, on-line counseling and referrals handled by trained counselors and social workers. This makes it easier for children to seek help when in need. Bantay Bata occupies a unique niche in the field of child protection as the only non-government organization (NGO) accredited in the Philippines by the Department of Social Welfare and Development DSWD to conduct rescue operations. Social workers handle the case management with the main goal of reintegration with family, though transfer to a suitable institution or placement for adoption are also options if reintegration is not possible. It also runs outreach events for local law enforcement units, municipal social service department, heath offices and schools to provide vital information on the scope of child abuse and proper case management. BB163 offers training on child abuse prevention, rehabilitation of families in crisis, educational scholarships, livelihood training, community outreach, and medical and dental missions. Bantay Kalusugan, BB163’s feeding program, is a short-term program aimed at strengthening families and communities by addressing malnutrition and providing education on parenting.
BB163’s programs and services include in-home counseling for less acute cases, ongoing education and tutoring services, medical assistance for indigent children, psychological services such as intelligence tests, individual and group play therapy sessions, counseling, social skills therapy and self-esteem activities. The Bantay Edukasyon program provides multi-year assistance to all Bantay Bata clients through a scholarship program for elementary school, high school or college. The scholarship provides a daily food and transport allowance, school uniforms, books, school supplies and school project allowance. The Legal Desk provides counseling services and preparation of legal documents for children 17 years old and below. Its primary clients are those residing within the three districts of Davao City though requests come in from all over the province and the nation.
